SUBJECT:

ALLEGATION REVIEW BOARD FOR BYRON AND CALLAWAY, FEBRUARY 10, 1986 On February 10, 1986, an allegation review board convened which was comprised of E. Greenman, L. Reyes, W. Forney, R. Warnick, B. Stapleton, R. Greger and R. Lerch. The following actions to close allegations were agreed to:

1. RIII-86-A-002, Sargent & Lundy calculations for Byron and Braidwood received via a letter from "Bergen Patterson." DRS is to evaluate this allegation for both sites and may use inspection effort from earlier overview inspections such as the reinspection program, IDI, IDR or Stokes allegations.

2. RIII-86-A-0007, unqualified inspectors employed by PTL at Byron.

Enforcement Branch is to provide the alleger's name. DRS is to investigate, including checking earlier inspections of PTL inspector qualifications.

3. RIII-86-A-011, alleged improper welding of the Byron spent fuel pool liner. Enforcement Branch is to close this allegation based on previous inspection of these welds.

4. RIII-85-A-0188 alleger's comments on inspection followup of previous radiological protection allegations. DRSS is to contact the alleger by phone to resolve questions and close this allegation with a letter or memo with agreement by Enforcement Branch. Attempt to have alleger deal with resident inspectors on smaller problems / questions with DRSS followup as necessary.

5. RIII-85-A-0208, security at Callaway. DRSS is investigating.

6. RIII-86-A-003, magnetic particle testing at Callaway. DRS is to investigate the named individual's work from the information given. It was agreed that DRP was to solicit a report from the licensee for DRS review however, due to the OI source, this is not permissible. DRS must develope the documentation with resident inspector assistance.
