Maine Yankee Nuclear Power Station. This was a full-participation exercise for the State of Maine and localities within the Fhergency Planninq Zone (EPZ). The report, dated September 23, 1985, was prepared by Reqion I, i

Federal Ehergency Manaqement Agency (FEfM). Also attached is an addendum transmitted to this office on December 16, 1985, which shows progress made towards correction of a Category A deficiency observed at the June 1985 exerciso.

The June 22, 1985, exercise did not adequately c%monstrate an ability by offsite authorities in the 10-mile emergency p?anninq zone (EP2) to alert the public outside the areas covered by fixed sirens within 45 minutes by special route alerting teams. According to the Reqion I exerciso report, l

teams serving 10 of the 20 localities within the EPZ failed to cmplete their route alerting within the allotted time. This is considered to be a Category "A" deficiency, unior the terminoloqy then in uno.

FEtm Region I describes the resolution of this deficiency in the attached achiendum. As described in that addendum, the routts have been recon-figured and personnel trained to uso them for route alertinq in the required time. Ilowever, the alert and notification (ANS) system for Maine Yankee, includinq route alerting as a co9ponent of ANS, is still being analyzed by FEMA. Verification of elapsed time for routes and acoustical coveraqe of the areas af fected by the route alerting are currently being confirmed aqainst the critoria of FEMA-RI P-10.

-' I deficiencies are found, the Nuclear Regulatory 01 mission will be pronptly notified.

FEMA Region I has provided a draft copy of this report to the State of Maine and requested a schedule of corrective actions for the other deficiencies observed at the exercise. As soon as we receive and analyze this schedule, we will send ytxt a copy.

Addendum for Mai e Ya ee Exercise Assessment Report of June 22, 1985 We have attached two copies of an AJuendum regarding the subject exercise held June 22, 1985. This is an Addendum to the 1985 Maine Yankee Exercise Report and describes the corrective actions taken to remedy the C1 ass "A" Deficiency found during the subject exercise.
