Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos. 2 and 3 Resolution of Generic Safety Issue 93 (MPA Item B-98)
"Steam Binding of Auxiliary Feedwater Pumps" (Generic letter 88-03)
Connecticut Yankee Atomic Power Company (CYAPCO) and Northeast Nuclear Energy Company (NNECO) hereby provide the NRC Staff with uiformation confirming implementation of the monitoring and corrective procedures identified to resolve the "Steam Binding of Auxiliary Feedwater Pumps" issue.
Backaround The "Steam Binding of Auxiliary Feedwater Pumps" issue was recommended as a Generic Safety Issue as a result of an Analysis ag Evaluation of Operational Data (AE0D) engineering evaluation report in 1983 and on December 31, 1984 Generic Safety Issue No. 93 was issued.
The NRC has also issued IE Information Notice No. 84-06, IE Bulletin No. 85-01, and Generic Letter No. 88-M on this issue.
Millstone Unit Nos. 2 and 3 were requested to respond to the IE Bulletin.
Haddam Neck was not asked to respond.
NNECO and CYAPC0 hereby provide the specifics of their response to this issue.

4 U.S. Nuclear Regulatory Commission B12898/Page 2 May 23, 1988 Millstone Unit Nos. 2 and 3 In letters dated February 28, 1986 and March 20, 1986, NNEC0 provided the Staff with lists of actions taken at the Millstone Unit Nos. 2 and 3 re:pectively.(ppquest of IE Bulletin 85-01 for The actions specified therein remain in effect now and will remain in effect in the future.
Haddam Nack Plant CYAPC0 has addressed this issue at the Haddam Neck Plant through both plant modification and operator procedures.
Specifically, a temperature detector was installed in 1978 to continually monitor for backleakage through the auxiliary feedwater discharge piping.
The temperature reads out in the control room. An annunciator alarm on the main control board provides further assurance that backleakage would be detected.
In the event backleakage occurs in the Haddam Neck auxiliary feedwater pump discharge piping, operating procedure ANN 4.13-21 directs the operators in restoring the system to an operable status.
The NRC's draft report (3) includes Haddam Neck Plant ISAP Topic No.1.58, Steam Binding of Auxiliary Feedwater Pumps.
In the integrated assessment, CYAPC0 evaluated potential further modifications to detect leakage through an alternate flow path between the auxiliary feedwater pumps and the steam generators, and found minimal safety benefit.
In the draft report, the NRC Staff concluded that any modification beyond that already installed to prevent steam binding would have a negligible effect on plant safety.
The Staff rates the implementation priority for any additional MFW to AFW leakage detection method as low.
Based on the integrated assessment and the Staff's review, CYAPC0 proposed to drop further consideration of this project.
l Conclusion CYAPC0 and NNECO respectfully request that the Staff close this issue for the Haddam Neck Plant and Millstone Unit Nos. 2 and 3.
In addition, please note that resolution of the "Steam Binding in Auxiliary Feedwater Pumps" issue will close ISAP Topic No.1.58 for the Haddam Neck Plant.
