PILGRIM STATUS REPORT FOR THE PERIOD AUGUST 27-SEPTEMBER 9, 1988 ,

b Enclosed is the. Pilgrim bi-weekly status report from the NRC Resident Office at Pilgrim. Three resident inspectors nonitored activities at the plant during the report period.

The NRC issued the Integrated Assessment Team Inspection (IATI) Report (50-293/ '

j. 88-21) on September 7, 1988. The IATI was conducted en August 8 through August 24, 1988. The report concluded that Boston Edison Company (BECo) management controls, programs and personnel are generally ready and performing at.a level to support safe startur and operation of the facility. On i

September 8,1988, a Full Committee Meeting of the NRC's Advisory Committee on Reactor Safeguards (ACRS) was held in Bethesda, Maryland to discuss the pro-

posed restart of the Pilgrim Station. An ACRS Subcommittee Meeting on Pilgrim

. restart had been held on August 26, 1988, in Plymouth, Massachusetts. The subcommittee meeting had included a period for public comment. A copy of both meeting transcripts and the IATI report will be made available for public review at several libraries within the Emergency Planning Zone (EPZ).

The Pilgrim bi-weekly status report is intended to provide NRC mar,agement and i the public with an overview of plant activitics and NRC inspection activities.

Subsequent inspection reports will address many of these topics in more detail.

ENCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD AUGUST 27 - SEPTEMBER 9, 1988 1.0 Plant Status As of 8:00 a.m., on September 9,1988, the reactor was in the cold shut-down mode with moderator temperature about 96 deorees Fahrenheit.

2.0 Facility Operations Summary The plant has been shutdown for maintenance and to make program improve-ments since April 12, 1986. The reactor core was completely defueled on February 13, 1987 to facilitate extensive maintenance and modification of plant equipment. The licensee completed fuel reload on October 14, 1987.

Reinstallation of the reactor vessel internal components and the vessel head was followed by completion of the reactor vessel hydrostatic test.

The primary containment integrated leak rate test was also completed during the week of December 21, 1987. During this period, the licensee performed routine maintenance and surveillance tests.

3.0 Items of Special Interest .

Integrated Assessment Team Inspection (IATI) Report The NRC issued the IATI Inspection Report 50-293/88-21 on September 7, 1988. The IATI was conducted on August 8 - 24, 1988 and the exit inter-view with licensee management was held on August 24, 1988.

The team concluded with high confidence that Boston Edison Company (BECo) management controls, programs and personnel are q nerally ready and pe? forming at a level to support safe startup and operation of the facil-ity. The team identified several i ten.s for which licensee actions or evaluations appear appropriate. BECo has made comnitments to address these items prior to restart. As a result of this inspection, the team concluded that there are currently no fundamental flaws in BECo's manage-ment structure, management performance, programs or program implementation that would inhibit its ability to assure reactor or public safety during plant operation.

The inspection generally confirmed the results of the NRC's recent Systematic Assessment of Licensee Performance (SALP) 50-293/87-99, as well as validating the general SALP conclusion that performance was improving at the end of the SALP period.

Enclosure 2 Advisory Committee on Reactor Safeguards Meeting A full committee meeting of the Nuclear Regulatory Commission's Advisory Committee on Reactor Safeguards (ACRS) was held on September 8,1988, in Bethesda, Maryland, to discuss the proposed restart of the Pilgrim Nuclear Power Plant in Massachusetts. Mr. Samuel J. Collins, Deputy Director -

Reactor Projects, Region I and Mr. Bruce Boger, Assistant Director for Region I Reactors, Nuclear Reactor Regulation represented the NRC staff in a presentation discussing the inspection process, SALP history and current stai;us of Pilgrim during the meeting. Mr. Ralph Bird, Senior Vice President - Nuclear of BECo also made a presentation before the Committee.

The meeting was open to the public.

An ACRS Subcommittee previously toured the Pilgrim Station on Augu:t 25, 1988, and held a public meeting in Plymouth, Massachusetts on August 26, 1988, to discuss the proposed plant restart. The subcoraittee meeting included a period for public comment. NRC Region I is sending copies of both meeting transcripts to be made available for public review at the following libraries within the Emergency Planning Zone:

Adams Public Library - Kingston, Massachusetts Plympton Public Library - Plympton, Massachusetts Ventress Memorial Library - Marshfield, Massachusetts Carver Publ.c Library - Carver, Massachusetts The ACRS is a statutory committee astablished to advise the Commission on the safety aspects of proposed and existing nuclear facilities and the adequacy of proposed reactor safety standards and to perform such other duties as the Commission may request.

Enclosure 3 In addition, a specialist inspector from Region I was onsite during the week of September 5,1988, to assist the resident inspectors in reviewing the licensee's corrective actions on previous inspection findings. The results of these inspector activities will be documented in NRC Inspection Report 50-293/88-31.

On September 11, 1988, Cynthia Carpenter will assume the position of Resident Inspector at Pilgrim, replacing Jeffrey Lyash who has been promoted to Project Engineer, Project Section 3C, Region I.
