This refers to your application dated February 24, 1988, requesting renewal i 4 and amendment of Certificate of Compliance No. 9073. As you may know, Nuclear I Packaging, Inc., has informed us that they are not requesting renewal of '

Certificate of Compliance No. 9073.

Your application requesting renewal of the certificate is considered to satisfy I the condition for timely renewal. Accordingly, Certificate of Compliance No. 9073, Rev. 16, will not expire until a final determination has been made by the Comission. In this regard, we need a consolidated application within 60 days from the date of this letter.

The consolidated application should be in the form of a safety analysis report which includes all the pertinent information in the application and supplements presently referenced by the certificate of compliance. Preferably the application would be in the format of Regulatory Guide 7.9.

You also requested approval of a revised Drawing E.9414.M-3204 sheet 2 of 2 Rev. 1, which would delete the torque requirement for the ratchet binders that secure the closure lid to the body of the cask. You should include this request in your consolidated application and specify the value to which the ratchet binders will be torqued and justify that this value is acceptable.

We note that the drawings submitted indic.de that they may contain proprietary information. As part of your applicatior., you should request withholding of the drawings pursuant to 10 CFR 2.790 er include a statement that the proprietary notes in the drawings may be disregarded.
