In accordance with 10 CFR 50.54(p), G?orgia Power Company (GPC) submits in the enclosure a report of changes made to the Vogtle Electric Generating Plant - Units 1 and 2 Physi al Security and Contingency Plan.
Georgia Power Company has not yet implemented Change "C" which is discussed in the enclosure.
Conflicting guidance concerning the issue appears to have been provided in the NRC Generic Letter 87-08 dated May 11, 1987, relative to the manner in which the change shou'd be submitted to the NRC.
It is our understanding that several utilities have submitted similar changes under 10 CFR 50.54(p) which were approved by the NRC.
Accordingly, it is our belief that Change "C" is appropriate for submittal under 10 CFR 50.54(p) since the safeguards effectiveness of the security plan is not reduced by its incorporation.
Unless notified otherwise by the NRC, it is our intention to implement Change "C" on July 1, 1988.
The information contained in the enclosure is safeguards information and, in accordance with 10 CFR 73.21 and 10 CFR 2.790, should not be placed in the NRC Public Document Room.
In addition to the signed original, three copier of this submittal are provided for your use.
Two copies of this submittal are being provided to the NRC Region II office.
