Scientech shall participate in developing a tentative proposed. license renewal policy by drafting a "white paper" suggesting the elements of a policy, participating in discussions with NRC staff and other contractors aimed at synthesizing various proposals, l

and by critiquing, with respect to the policy elements, documentation on alternative rules developed by another contractor.

This task shall be completed by June 30, 1988."
