FEBRUARY 11, 1986 MEETING BETWEEN URF0, DOE, TAC, RAC AND OREGON STATE DOE A neeting was held at the Uranium Recovery Field Office (URF0) in Denver, Colorado, on February 11, 1986, between URF0, DOE, TAC, RAC and the Oregon DOE for the Lakeview, Oregon UMTRAP site. The purpose of the meeting was to discuss the Value Engineering Study and Bid Package schedules submitted by the D0E.
The Value Engineering Study outlined the following eight points for consideration:
- 1. Removal of Loop Road at the Lakeview site.
- 2. Decrease rock cover size for top of pile to li inches and depth of rock to 12 inches.
- 3. Change retention pond liner to polyethylene /40 mil.
- 4. Use fabric or farm fence to enclose Collins Road and Precision Pines sites.
- 5. Modify seed mixture to revegetate site.
- 6. Subcontractor given flexibility in excavation sequence at site.
- 7. Eliminate retention pond liner /use natural materials instead to minimize seepage.

- 8. Wood chips contaminated with arsenic and thorium-230. Will survey to find extent and volume. Additional cell may be needed to encapsulate wood chips.
Lakeview Bid Package Schedules:
2/20/86 - Major bid package submitted for review and NRC approval.
3/6/86 - NRC concurrence on major bid package. Bid package on fencing submitted.
3/20/86 - NRC concurrence on fencing contract.
3/27/86 - Bid package on cleanup and removal of wood chips submitted for review.
4/3/86 - Bid package on cleanup of windblown material submitted for review.
4/10/86 - NRC concurrence on wood chip bid package.
4/17/86 - NRC concurrence on windblown bid package.
5/15/86 - NOTICE TO PROCEED to contractors on major bid package and fencing bid package.
6/1/86 - NOTICE TO PROCEED on wood chip bid package and windblown bid package.
URF0 tertatively agreed to review the bid package and submit respons6s/ comments within a 2_ week period. This would facilitate the bid package process and associated workings. DOE agreed to submit the proposed design changes for NRC review and approval. The submittal is to include substantiation that the changes will meet the 40 CFR 192 standards. These submittals will be included in the bid packages discussed above.
