Dear Ms. Ten Eyck:
In a letter of August'7,1998, from Steven A. Toelle of the U.S. Enrichment Corporation (USEC) to Malcolm R. Knapp of the Nuclear Regulatory Commission, USEC has requested a revision to its Fundamental Nuclear Materials Control Program and Transportation Security Plan to allow measurements for Russian-origin UF materials to be established using statistically based sampling -

. plans. The Highly Enriched Uranium (HEU) Transparency Program of the U.S. Department of Energy has no objection to this revision, based upon the following understanding.
. We understand that USEC will continue to receive samples for all Russian-origin UF derived from 6
the down-blending of HEU from dismantled nuclear weapons. A UF sample will be withdrawn 6
1 into a IS sample cylinder by the Russian producer from each 30B cylinder produced from the down-blending, the withdrawal of the sample will be witnessed by a USEC-employed witnessing agent, and the IS sample cylinder will be sent to the Portsmouth Gaseous Diffusion Plant. We believe these operations are needed ifit becomes necessary to analyze the UF associated with any 6
30B cylinder, because the analysis can be performed more easily and quickly if the UF is contained 6
in a IS sample cylinder. It would be desirable if the certificate amendment request includes the description of these operations in the Fundamental Nuclear Materials Control Program and Transportation Security Plan.
