SAFETY EVALUATION REPORT ON THE TENNESSEE VALLEY AUTHORITY SEQUOYAH NUCLEAR PERFORMANCE PLAN (NUREG-1232, VOLUME 2)

Sequoyah Nuclear Plant, Units 1 and 2 The purpose of this letter is to transmit our Safety) Evaluation Report (SER),

NUREG-1232, on the Tennessee Valley Authority's (TVA response to the Nuclear Regulatory Comission's 10 CFR 50.54(f) letter of September 17, 1985. TVA's response provides its plans for correcting problems at the Sequoyah Nuclear Plant, Units 1 and 2.

The enclosed SER represents the NRC staff's evaluation of the TVA Secuoyah Nuclear Performance Plan (SNPP) as revised through Revision 2.

The staff has previously transmitted preliminary Safety Evaluations on this subject by letters dated January 21, February 17 and March 25, 1988. lists the significant changes since the issuance of the March 25, 1988 SER.

As the staff's preliminary SER's indicated, the SNPP represents an overall plan to correct the problems at the Sequoyah Nuclear Plant, Units 1 and 2.

Based on our review of the plan and our inspection activities, we concluded that the organization and staffing at the Sequoyah Nuclear Plant, Units 1 and 2 and the programatic improvements in place or under way are sufficient to resolve the concerns at Sequoyah that led to issuance of the staff's 10 CFR 50.54(f) letter dated September 17, 1985, and to support continuing nuclear activities, including plant operations.

Further, the staff, based on the review of the plan, concluded that Sequoyah-specific issues have been resolved sufficiently to support restart of Sequoyah Unit 2.

Much of the SNPP is programatic; therefore, its effectiveness depends on its implementation.

The NRC staff has closely monitored this implementation and found it generally effective. The staff will continue to monitor TVA's implementation of these programs and if any changes are necessary, the staff will request TVA to make them. TVA has identified SNPP programatic differences between Unit 1 and Unit 2 in its letters dated March 31 and May 9, 1988. These differences will be the subject of a separate evaluation by the staff to be issued prior to the restart of Unit 1.
