1 NUCLEAR REGULATORY COMMISSION WASHINoToN. D.C. 20686 September 16, 1988 CHAIRMAN The Honorable Kay A. Orr Governor of Nebraska Lincoln, Nebraska 68509

Dear Governor Orr:

I an writing to invite the State of Nebrash4 continued participation e-in the huclear Regulatory Comission's (NRC) State Liaison Officer progra'n.

It is my understanding that its. Marilyn McNabb, your most recent State Liaison Officer from the Policy Research ar,d Energy Office, has vacated her position.

I hope you share the Commission's belief in the value of this program and will advise us of your new appointment at an early date.

In 1976, the NRC adopted a recomendation of State organizations, including the National Governors' Association, that we request each Sta+e to appoint a single person to act as liaison to NRC to inprove Federal / State cooperation. The NRC looks to the Governor-appoini.ed State Liaison Officers to provide a comunication channel between the States and the NRC; to be the key person in the State to keep the Governor completely informed on regulatory, radiological public health and safety, or other natters or interest to the Governor; to keep other officials within the State informed on regulatory and public health and safety matters as appropriate to thein interests and responsibilities; and to provide NRC with answers to questions posed to the States on particular issues.

The individual you select should be someone who can comunicate effectively with other State agencies on nuclear issues. We will keep you informed of our programs and activities through this individual.

At the same time, we will maintain our ties to those State agencies with whom we have established relationships on specific issues.

I look forward to Nebraska's continued participation in the NRC's State Liaisen Officer program.

If you or your staff have any questions or wish edditional information, please contact Mr. Carlton Kamerer. Director of NRC's State, local and Indian Tribe Programs in our Headquarters Office of Governmental and Public Affairs at 301-492-0321 or Charles Fackney, our Regien IV State Liaison Officer at 817-860-8267.

Sincerely, i

t M w.
