SUBJECT:
PRESSURIZED THERMAL SHOCK RULE In the Comission Paper SECY-85-262 dated July 26, 1985, 1 notified the Comission that a Draf t Regulatory Guide (Revision 2 of Reg. Guide 1.99) presently unaerRT for calculating development by the Staff, but not issued, includes a method HDT differcat from that included in the recently issued Pressurized Thermal Shock rule. I stated that we are looking into the issue and would keep the Comission informed.
Enclosed is a memorandum from Harold Denton and Robert Minogue to me, that lays out the issue and how it will be resolved, which I endorse. In essence, Messrs.
that we Denton and regulate Minogue against it. recomend that the PTS Rule remain in place and through the normal processes including CRGR review and ACRS revi be published for public coment.
Some time in the future, after resolution of coments received on Reg. Guide 1.99, we would consider revisions to the rule if justified and publish Reg. Guide 1.99, Revision 2 in effective form.
We will continue to keep you informed.
