Crane Travel - Spent Fuel Pit

Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations, Yankee Atomic Electric Company hereby proposes the following modification to Appendix A of the operating license. This letter is Supplement No. 1 to Reference (b).

Proposed Change Reference is made to the Technical Specifications of the Yankee Nuclear Power Statior's Operating License No. DPR-3. We propose to modify the license as follows:

Revise Technical Specification 4.9.7.2, first part of sentence up to colon, to read:

Spent Fuel Pit Building hatches (excluding the cask hatch cover), the temporary gate, the shielding panels, the shipping cask liners, the volume reduction equipment, the shipping casks, and the spent fuel assembly nondestructive test equipment shall not be permitted to be moved over the spent fuel pit unless:

the Technical Specifications are necessary to remove the control rods from the spent fuel pit. Reference (d) contains the safety evaluation for Amendment No. 93 to the Technical Specifications. In Reference (d) the staff accepted the minimum decay time for newly discharged spent fuel assemblies required before certain heavy loads could be lifted over the spent fuel pit.

This proposed change to the Technical Specifications is necessary to maintain the validity of the conclusions accepted in Reference (d).

SAFETY CONSIDERATION Supplement No. I to Proposed Change No. 212 adds all of the heavy load items associated with this change to the list of heavy loads restricted from the spent fuel pit until minimum decay times of spent fuel are met.

As such, this change would not:

1. Involve a significant increase in the probability or consequences of an accident previously evaluated. The additional restriction of minimum decay times ensures that this change does not involve a significant increase in the probability or consequences of an accident previously evaluated. ,

Baseri on the considerations contained herein, it is concluded that there is reasonable assurance that operation of the Yankee plant, consistent with the proposed Technical Specifications, will not endanger the health and safety of the public. This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.

FEE An application fee of $150.00 is enclosed in accordance with 10CFR170.21.
