Dear Mr. Pate:

I have received your October 16, 1985 letter and am pleased that you have taken action to make the final accreditation team reports as well as the plant evalu-ation reports, available for review by NRC personnel. This is clearly a move in the right direction if the NRC is to be able to step back while industry attempts to correct its clearly identified problems in the areas of training, fitness for duty and maintenance. Mcwever, as we recently discussed, there are several areas where additional access to the details that establish the basis' for INP0 findings and conclusions is necessary.

With the foregoing in mind, enclosed is a copy of a letter Vic Stell'o recently sent to C. O. Woody regarding maintenance indicators.

It appears that our original agreements in the maintenance area have fallen by the wayside. Also, as related to the Training Coordination Plan, Attachment 2. Accreditation of Training Programs, the basis for my approval was the understanding that Jim Sniezek and Bill Russell reached with Joe Colvin and Terry Sullivan.

It was agreed that the NRC would be able to select for review the INP0 documents specified in Section 3.c.

The current positions being taken by INP0 in these areas need to be rectified promptly. Please let me know soon when you will be prepared to work with us to establish a tenable arrangement for access to the details that establish the basis for INP0's findings and conclusions in these areas.

Regarding your assertion that the staff has not conscientiously implemented the Coordination Plan for training related activities, I have asked the responsible NRC Program Office Director, Harold Denton, to personally look into this matter and meet with you to discuss the issue.
