The Commission
- was briefed by the Office of the General Counsel and the staf f on a proposed final rule on emergency planning requirements for nuclear power plants during fuel i
loading and low power testing (up
",o 5 percent power).
The i
proposed final rule reconciles discrepancies between the r
language of the statement of considerations and the language i
of the Commission's 1982 emergency planning rule, by making j
clear that systems for notification of the public offsite are not required prior to the issuance of a license for fuel loading and low power testing.
The Commission requested that in future promulgation of final rulemaking, the staff ensure consistency between the statement of considerations and the final rule.
