PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD APRIL 30 - MAY 17, 1988' Enclosed is the Peach Bottom periodic status report from the NRC Resident Office at Peach Bottom. Three NRC resident inspectors monitored activities at '

the plant during the report period.

These. status reports are intended to provide NRC management and the public

- with an overview of plant activities and NRC inspection activities. .

Subsequent inspection reports will address many of these topics in more detail.

'F ENCLOSURE PEACH 30TTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD-April 30 - May 17,-1988 1.0 Plant Status As of_8:00 a.m. on May 17, Unit 2 and 3 are in a cold condition per the March 31, 1987, NRC Order with coolant temperatures less than 212 degrees Fahrenheit. The Unit 3 core is completely off loaded into the spent fuel pool.

2.0 Facility Operations Summary Unit 2 is in day 431 of its seventh refueling outage that began March 13,-

1987. Unit 2 maintenance repair work is currently underway on twenty-eight of forty-three systems. Maintenance outage work on four systems has been completed. Cr4 + ~ ' path work on Unit 2 is emergency service water piping replacer a testing of 121 motor operated valves. The Unit 2 reactor ve .el disassembly to inspect the reactor shroud access manways began May 13, 1988. Unit 3 is in day 230 of its seventh refueling outage that began October 1, 1987. New reactor recirculation piping installation is continuing and is approximately 70%

complete.

3.0 Item of Special Interest Public meetings to receive comments on PECo's revised Restart Plan were held in Harford County, Maryland and in York and Lancaster Counties, Pennsylvania on May 16 and 17, 1988. Individuals attending the.e meetings were given an opportunity to express their views on the PECo Restart Plan to members of the NRC.

4.0 Other Items of Interest 4.1 On May 11, 1988, the Federal Bureau of Investigation (FBI) made additional arrests of licensee employees resulting from the FBI's ongoing investigation into illegal drug activities in the vicinity of Peach Bottom Atomic Power Station. The FBI arrested three currently employed Peach Bottom technical employees alleging that they were involved in illegal drug activities prior to 1987. Also, the U. S. District Court indicted a fourth Peach Bottom employee who previously had been suspended by the licensee with intent to dismiss for drug-related activities.

4 4.2 The licensee made three emergency notification system' reports to the NRC.during this period. On May 6,1988, a Unit 2 reactor water-cleanup system logic isolation occurred due to errors during system blocking. On Mcy 7, 1988, a Unit 3 reactor water cleanup logic isolation occurred due to a non-safety related breaker failure. On May 12, 1988, a Unit 2 reactor protection system actuation was caused by a test engineer error during surveillance testing.

5.0 NRC Activities During the Period T'hree NRC Resident Inspectors were assigned to monitor plant activities between April 30 and May 16, 1988. These individuals consisted cf the following:

Thomas P. Johnson - Senior Resident Inspector Richard J. Urban - Resident Inspector Larry E. Myers - Resident Inspector Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items.

During this report period, an unannounced Region I specialist inspection was begun. Tnis inspection is reviewing Unit 3 pipe replacement activities, and includes NRC non-destructive examination of the piping integrity. An inspection report covering the details of this inspection will be issued in the near future.

Examination results for licensed operator candidates were issued on April 29, 1988. The examination was conducted February 15 to 19,1988.

Two candidates passed and two candidates failed the examination.

A report of a routine safety inspection of the Peach Bottom Mark I Containment Program was issued on May 2, 1988. The inspection was conducted February 1 to 11, 1988. The licensee's actions in response to Mark I Containment Program met regulatory requirements and no violations l

were noted.

A report of a routine safety inspection of the Unit 3 pipe replacement and the emergency service water piping replacement activities was issued on April 28, 1988. The inspection was conducted March 14 to 18, 1988.

One violation of NRC requirements associated with the emergency service water pipe replacement activities was identified.
