Dear Mr. Serfaty:

I have received your August 16, 1988 letter inviting me to attend a meeting to be held at the Foreign Policy Institute on September 9, 1988, to hear Dr. Jack N. Barkenbus discuss his prorcsal for U.S.-Soviet cooperation in the construction and -

testing of a new generation of nuclear reactors. In view of the recent signing of the Memorandum of Cooperation between the U.S.-U.S.S.R. in the field of civilian nuclear reactor safety, Dr. Barkenbus' discussion topic is both timely and of interest to the Nuclear Regulatory Conmission (NRC).

Unfortunately, prior commitments will preclude my attendance at the meeting. I would like the opportunity to read Dr. Barkenbus' proposal, however, if FP! plans to rake his text available after the meeting.

I want to thank you for including the NRC in your program plens and to extend my best wishes for a successful meeting.
