The commission
- was briefed by the Office of the General Counsel and the staff on a proposed final rule on emergency planning requiroments for nuclear power plants during fuel loading and low power testing (up to 5 percent power).
The proposed final rule reconciles discrepancies between the language of the statement of considerations and the language 4
of the Commission's 1982 emergency planning rule.
The Commission requested that in future promulgation of final rulemaking, the staff ensure conoiatency between the statement of considerations and the final rule.
