POWER RANGE NEUTRON MONITOR (PRNM) UPGRADE WITH IMPLEMENTATION OF AVERAGE POWER RANGE MONITOR (APRM) AND ROD BLOCK MONITOR (RBM) TS (ARTS) IMPROVEMENTS AND MAXIMUM EXTENDED LOAD LINE LIMIT (MELLL) ANALYSES The purpose of this letter is to withdraw TS Change 353 for Unit 1 as requested by NRC in a letter dated September 17,

TVA originally submitted amendment request TS-353 on June 2, 1995, to licenses DPR-33, DPR-52, and DPR-68 to revise the custom TS for Units 1, 2,
and 3 to include changes associated with implementation of the PRNM upgrade, and to incorporate changes related to ARTS and MELLL Analyses.
A general revision to TS-353 was submitted as TS-353R1 on March 6, 1997.
k Parallel TS changes in Improved TS (ITS) format were submitted 7
as TS-353S1 on April 11, 1997, and revised by a submittal dated March 13,-1998.
i NRC approved the proposed PRNM/ ARTS /MELLL TS changes for Units 2 and 3 in Amendment 249 (September 11, 1997) and Amendment 213 (September 3, 1998) respectively.
Additionally, on July 14, 1998, NRC approved TVA's conversion from custom TS to ITS (TS 362) for all three BFN units (Amendments 234, 253, mg m
and 212).
Therefore, since the custom TS are no longer in s

-implementation are no longer needed and are, hereby, requested to be' withdrawn.
Also,.since TVA ht-no firm schedule for the restart'of Unit 1, the PRNM/ ARTS /MELLL changes in ITS format provided in TS-353S1 are also being withdrawn and will be resubmitted later pending completion of theLUnit 1 schedule.
There are no commitments contained'in this letter.
