DPR-42 50-306 DPR-60 Resolution of Generic Safety Issue 93, Steam Binding of Auxiliary Feedwater Pumps The purpose of this letter is to respond to NRC Generic Letter 88 03 for the Prairie Island Nuclear Generating Plant.

In response to NRC IE Bulletin 85-01, procedures were established to monitor fluid conditions within the auxiliary feedwater system and ensure that fluid temperature at the discharge of the pumps is main-tained at about a.abient conditions. Procedures to require monitoring at least once per shift will be maintained in effect. In response to NRC IE Bulletin 85 01, procedures were also established to recognize steam binding if it would occur and for restoring the auxiliary feed-water system to operable status. These procedures will be maintained in ef fect.

The general matter of reliability of check valves is being addressed by Northern States Power Company and the nuclear utility industry.

The Electric Power Research Institute (EPRI) has recently completed a comprehensive asialysis of check valve applications, limitations, and inspection techniques. The EPRI work was prompted by an Institute of Nuclear Power Operations (INPO) finding that misapplication and in-adequate preventive maintenance are the primary causes of check valve failure. Improved maintenance and testing will help prevent any in-crease in check valve failures due to plant age.
