SUBJECT:
MINUTET. OF CRGR MEETING NUMBER 133 The Committee to Review Generic Requirements (CRGR) met on Wednesday, April 13,1988 from 1:00 p.m. to 5:00 p.m.
A list of attendees for this meeting is attached (Enclosure 1).
The following items were addressed at the meeting:
1.
W. Morris presented for CRGR review (1) a proposed Commission Paper on Key Policy Issues Resulting from NRC Staff Review of DOE Sponsored Advanced Reactor Concepts, and (2) a proposed Commission Paper on Standardization of Advanced Reactor Designs.
Since insufficient time was available to fully address this issue, the Committee deferred completion of their review until the next scheduled meeting on April 27, 1988.

J. Partlow presented for CRGR review a proposed Supplement 1 to NRC Bulletin No. 87-02, "Fastener Testing to Determine Conformance with Applicable Material Specifications." The Committee recommended in favor of issuing the proposed bulletin supplement.
This matter is discussed in.

C. Berlinger presented f;r CRGR review proposed Supplement 1 to NRC Bulletin No. 85-03, "Motor-Operated Valves Comon Mode Failures During Plant Transients Due to Improper Switch Settings." The Committee recommended in favor of issuing the proposed bulletin supplement.
This matter is discussed in Enclosure 4.
4.
M. Malsch presented for CRGR review a proposed amendment to 10 CFR 50.47(d) to establish more clearly what emergency planning and preparedness requirements are needed for fuel loading and low power operation of nuclear power plants.
The Committee recommended in favor of forwarding the proposed rule change to the Commission subject to review by RES on the continued applicability of the technical basis behind this provision, and completion of minor language changes.
The Committee stated that the final rulemaking package should receive CRGR review.
This matter is discussed in Enclosure 5.
In accordance with the E00's July 18,1983 directive concerning "Feedback and Closure on CRGR Reviews," a written response is required from the cognizant office to report agreement or disagreement with CRGR recommendations in these i
