Gentlemen Toledo Edison (TED) submits the following comments concerning the Commission's proposed rule on unannounced NRC inspectors, published in the Federal Register dated March 18, 1988.

On April 18, 1988, the firm Shav, Pittman, Potts & Trovbridge submitted comments on behalf of several utilities, including Toledo Edison.

Although, TED agrees that NRC inspectors sh uld have unfettered access to any facilities for which they are properly authorized, TED opposes the proposed rule as vrltten. The adoption of the rule as it is written vould hinder the relationship the industry has worked hard to achieve with the NRC. Therefore, TED endorses the comments made by Shaw, Pittman, Potts & Trowbridge.
