On behalf of the U.S. Nuclear Regulatory Commission (NRC), I would like to express our thanks and gratitude to those members of the U.S. Department of Energy's Office of Safeguards and Security (S&S) staff who assisted NRC in the privatization review for the United States Enrichment Corporation (USEC). The S&S staff provided both high-quality and timely analysis of information submitted by USEC, which assisted NRC in reaching a statutory finding determining the degree and extent of foreign ownership, control, or influence for granting that a privatized USEC would be free from foreign ownership, control, or domination, and in access to classified material. Your staff's review and analysis were important factors in NRC's decision-making process and its decision to permit the transfer of the Portsmouth and Paducah gaseous diffusion plants' certificates to the privatized USEC I would like to thank everyone who contributed to this endeavor.
