Response to NRC Bulletin 88-05 Dear Sir On May 6, 1988, the NRC issued NRC Bulletin 88-05 (Log No. 1-1804)

"Nonconforming Haterial Supplied by Piping Supplies Inc. (PSI), at Folsom, New Jersey and Vest Jersey Manufacturing Company (VJM) at Villiamstovn, j

New Jersey." Supplements 1 and 2 to NRC Bulletin 88-05 vere issued on June 15, 1988, and August 3, 1988, respectively.

The bulletin required licensees to submit information regarding "fittings end flanges" supplied by PSI or VJH and requested the licensee to (1) take action to assure that "fittings and flanges" comply with ASHE code and design specification requirements or are suitable for their intended service; or (2) replace such material.

Toledo Edison (TE) identified 279 flanges (in safety and non-safety related j

systems) that vere supplied by VJH or PSI through a review of purchase orders I

and varehouse inventory, and valkdowns of plant systems. None of the "Safety-Related" flanges tested, vere outside established acceptance criteria.

Ilovever, eleven (11) "Non-Safety-Related" flanges vere outside the established acceptance criteria. Toledo Edison reported the nonconformances, evaluated those flanges, and concluded that they are suitable for their intended service. Upon issuance of Bulletin 88-05 Supplement 2, TE suspended its field testing program for the flanges.

Provide a list of the VJM and PSI supplied materials that are found not to be in conformance with the applicable code requireme..'s or procurement specifications and identify the applications in which the materials are used.

Include the materials specification, the nature of the component (e.g., pipe flange), size, and pressure rating; also indicate the chain of purchase.

Response to Action 3.a Toledo Edison identified 279 flanges (safety and non-safety related systems) that vere supplied by VJM or PSI through a reviev of purchase orders and varehouse inventory, and valkdowns of plant systems. There were 23 "Safety-Related" flanges which were physically identified and subsequently tested at Davis-Besse. These flanges vere determined to meet the acceptance criteria established by NUMARC and. considered acceptable by the NRC per Bulletin 88-05 Supplement 2.

NRC Action 4 For any PSI or VJM supplied materials having suspect CMTRs and used in systems that are not safety-related, take actions commensurate with the function to be performed.

Response to Action 4 For flanges installed in "Non-Safety-Related" systems, eleven (11) vere found to be outside of the acceptance criteria (testing criteria established by NUMARC and considered acceptable by the NRC). Toledo Edison reported the nonconformances (per the Bulletin), evaluated the flanges, and concluded that they are suitable for their intended service.

Also, Toledo Edison tested flanges stocked in the varehouse and has identified flanges which are outside the acceptance criteria. These flanges are being held until further direction is received from the NRC.
