3 CHAIRMAN ZECH: Good afternoon, ladies and gentlemen.

4 This is an affirmation session. I understand we have 5 two items to come before us this afternoon. One is on a final 6 station blackout rule, and the second is a final rule for 7 general requirements for decommissioning nuclear facilities.

8 Before I ask the Secretary to walk us through those 9 items, do any of my fellow Commissioners have any comments to 10 make.

12 CHAIRMAN ZECH: If not, Mr. Secretary, please 13 proceed.

14 MR. CHILK: Chairman, before I ask for a vote, the 15 Sunshine Act requires that I ask you to vote to hold one of the 16 items on less than one week's notice. It's the affirmation of 17 88-94, General Requirements for Decommissioning.

24 The first item for consideration is SECY 88-22, the 25 Final Station Blackout Rule, USIA-44. In this paper, the l

4 1 Commission is being asked to vote to approve a final rule on 2 station blackout. The objective of the rule is to reduce the 3 risk of severe accidents associated with station blackout.

4 The rule requires light water-cooled nuclear power

, 5 plants to maintain reactor core cooling during a specified 6 period of loss of offsite or onsite emergency AC power.

7 All the Commissioners have approved the Staff's 8 proposed final rule as modified by Chairman Zech and 9 Commissioner Roberts. The final rule was attached to our May 10 lith memorandum.

17 The second item is SECY-88-94. It's the final rule 18 amendments to 10 CFR Parts 30, 40, 50, 51, 70, and 72 entitled 19 "General Requirements for Decommissioning Nuclear Facilities."

20 The Commission is being asked to approve final amendments to 21 its regulations to set forth technical and financial criteria 22 for decommissioning licensed nuclear facilities. The ,

l 23 amendments are intended to assure that decommissioning of all 24 licensed facilities will be accomplished in a safe and timely l l

25 manner and that adequate licensee funds will be available for ,
