SUPPLEMENTAL SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION DUQUESNE LIGHT COMPANY, ET AL BEAVER VALLEY POWER STATION, UNIT N0. 1 DOCKET N0. 50-334 INTRODUCTION On October 17, 1985 we issued a draft Technical Evaluation Report (TER) documenting our review results of the licensee's submittal dated November 4,1983. The subject of these documents is Salem ATWS Event Action Item 1.2, "Post Trip Review." We have reviewed the licensee's November 14, 1985 response to the TER open issues.

DISCUSSION AND EVALUATION The TER mentioned above is hereby incorporated by reference into this supplemental safety evaluation. The deficiencies identified in the TER have been addressed by the licensee as follows:

TER stated:

Based upon the infomation contained in the submittal,, all of the parameters specified in Part 2 of the Draft TER that should be recorded for use in a post-trip review are not recorded. Attached is Table 1 that identifies the desired parameters and discrepancies.

Evaluation of response:

The licensee stated that each of the parameters that the staff indicated should be recorded are recorded in a number of manners. The infomation is responsive to the subject TER issue.

TER stated:

Time history recorders, as described in the submittal, do not meet the minimum perfomance characteristics (i.e.,10-second sample interval with infomation 5 minutes prior to trip to 10 minutes after trip.)

Evaluation of Response:

The licensee stated that strip chart recorders are used to obtain a time history of the parameters of concern. The infomation is responsive to the subject TER issue.

TER stated:

The data retention procedures, as described in the submittal, may not ensure that the information recorded for the post-trip review is maintained in an accessible manner for the life of the plant.

Evaluation of Response:

The licensee stated that the current Technical Specifications require retention of such records for at least 5 years. The licensee also committed to institute a trip reduction program which will aid in identifying trends in reactor trips so that corrective actions can be taken to reduce future reactor trips. While the licensee's response does not fully address our concern, we consider this issue closed at this time. If we consider, in the future, there is need for a longer retention time of the records, the requirement would be suitably communicated (i.e., via Technical Specifications, etc.).

Conclusion l The licensee's response satisfactorily addresses our concerns expressed in the TER. Salem ATWS Event Item 1.2 is considered closed for Beaver Valley Unit 1.
