V0GTLE UNIT 2 READINESS REVIEW PROGRAM STATUS REPORT (THROUGH AUGUST 15,1988)
Program Summary There are 11 modules in the Unit 2 Readiness Review Program. Module 23, Security, and module 03A, Preoperational Test, are being submitted in three phases each for a total of 15 submittals for the 11 modules. Thirteen (13) submittals have been made to date. Phase three of the Security and Preoperational Test modules are the only submittals remaining. The licensee is submitting the modules on or ahead of schedule. For the thirteen submittals five acceptance letters have been issued, three inspection reports and acceptance letters are being prepared, and five inspections are in progress or planned.
The licensee has identified four level one findings. A readiness review level one finding is indication of a safety concern. These findings are discussed in the enclosure for nodules 06, 12, 20 and 23. The NRC has identified four violations concerning modules 04,11,18A, and App. F. Correction of these items should not impact plant licensing.
Enclosed is the status of the submittals and a module review schedule.

- _ Scheduled Date for Issuance Status of Submitted Modules: of NRC Final Evaluation Letter 06 - Electrical -
This module was received August 18, 1988 on January 8, 1988. An on-site inspection was done with EG8G assistance during May 16-26 concurrent with Module 17/19. The module was found to be acceptable and the report is being finalized. Two unresolved '
items were identified:
One item concerned the labeling of cable trays and junction box location; and, l another item was incorporation
! of the protection relaying l
logic into the FSAR.
The licensee identified a level l one finding. The electrical equipment internal wiring separation criteria as stated in the FSAR was different than that stated in the construction Specification. The licensee reported this item as required by 10 CFR 50.55(e) on February 24, 1988. The corrective action consists of an engineering review, additional testing at WyIe labs, field inspections to be l completed by October 31, 1988. All l discrepancies to the separation criteria will be documented and ;
modifications made consnensurate with the Unit 2 construction schedule prior to fuel load. ,

Two followup items were identified. One item is to update the current organizational structure in the phase two submittal, and, the other item was to correct a draft test procedure.
The second item was closed in inspection report 88-18.
Phase two was received on November 15, 1988 May 23. Two inspections were conducted June 20-23 and July 18-22. A third inspection is planned Septembei 12-16 in conjunction with pre-operational testing inspections. No findings concerning readiness review have been identified to date.
04 - Mechanical -
This module was received on January 18, May 18, 1988 1988. An on-site inspection has been (Issued May 23, performed and the report 88-12 1988) issued. One violation and four followup items were identified. The violation was issued for failure to provide adequate instructions to ensure proper installation of four ficw elements which were installed backwards. The four inspector followup items were concerning clarification and updating of calculations done to implement licensee comitments.
The NRC acceptance letter was issued on May 23, 1988.
11 - Pipe Stre.ss and - This module was received August 31, 1988 Supports April 19, 1988.
Inspections were conducted May 11-12, June 6-10, July 11-14, 1988. The module is considered acceptable. One violation
, was identified for failure to follow procedures resulting in errors in pipe support QC and design documen-tation. The final report is being finalized.
Enclosure 1 3 September 7, 1988 18A - Heating. -
This module was received June 18, 1988 Ventilatmg and on 2/17/88. Report 88-20 has (IssuedJune21, Air-Conditioning been issued with one violation 1988) for failure to install HVAC systems in accordance with the FSAR and one inspector followup item for unavailable HVAC documents.
The final acceptance letter was issued June 21, 1988.
23 - Security -
Phase one of this module was received July 11, 1988 on 3/10/88. The security program (Issued June 23, (phase one) was reviewed in office 1988 Phase !)
and resolution of any questions occurred April 25-29, 1988 during a security inspection. The final acceptance letter was issued June 23, 1988.
The licensee had identified a level one finding where a specific area of the security system design deviated frcm the Vogtle security plan. A readiness review level one finding is the highest classification and is an indication of a safety concern. This concern dealt with alarm supervisory circuits.
Phase two of this module was received November 21, July 18, 1988. An inspection is 1988 planned for the week of July 18, 1988.
17/19 - Electrical -
This module was received on March 7, August 18, Raceways and 1988. An on-site inspection was done 1988 Supports with EG&G assistance during period May 16-26, 1988, concurrent with Module 06.
The module is considered acceptable and the report is being finalized.
One unresolved item was identified concerning cable tray separation and location of flexible conduit.
E Enclosure 1 4 September 7, 1988 App. F - Inspector -
This module was received on July 27, 1988 Qualification Mar. 30. 1988 which was two weeks (IssuedJuly26, ahead of schedule. NRC inspections 1988) were conducted May 9-13, 1988 and May 23-26, 1988. One violation was identified in that an ANSI requirement to have certified Level III inspectors has not been met. GPC construction utilizes Level III Administrators as technical inspectors for the purpose of coordinating and evaluating the orientation, training and certification of inspection personnel. This violation only applies to GPC technical inspectors and does not affect GPC NDE nor any contractor inspection personnel.
Level III Administrators do not record, implement, plan or evaluate inspection, '
examination and testing activities. GPC intends to-revise the FSAR to include use of Level III Administrators and specify their function.
The final acceptance letter was issued July 26, 1988. !
20 - Instrumentation- This module was received June 28, November 30, and Controls 1988 Inspections will be done with 1988 EG&G assistance August 22, 1988 -
September 1, 1988.
The licensee identified a level one finding. The installation details for instrumentation tube supports were fcund in conflict with a general note on the drawing and with the design guidelines for instrumentation supports.
12 - Cables and -
This module has been received and November 30 Terminations will be done concurrent with module 1988 20.
. The licensee identified a level one finding. The calculation used to establish maximum cable pulling distances through conduit contained nonconservative assurrptions.
