Response Time Testing Proposed Amendment to the Operating License (PCOL-96/11), Dated May 7,1997 GNRO-98/00080 Gentlemen:
The NRC staff requested, in the cover letter for Amendment 133 to Grand Gulf Technical Specifications (GNRI-97/00181, TAC NO. M98745), that we inform them in writing when commitments specified in the referenced letter had been implemented. The specific commitments included; revision of procedures to include steps to input a fast ramp or step change and to have technicians monitor for response time degradation during calibrations; and to train technicians to be aware of the consequences of instrument response tim 6 degradation.

Implementaten of Amendment 133 is complete with the excepte that GGNs has not at this time decided to switch from the previous response time testing methods to the new methods. until such time that GGNs decides to switch methods, there remain procedure changes and training (described above) to be completed bsfore the new method may be used. Amendment 133 and associated Technical Specification Bases, containing the requested commitments, have been issued to all manual holders.

that although procedure revisions have not been made, there is no impact on l
sensor response times. In the Technical Specification Bases it essentially states that if the alternate testing requirements are not complied with, then the entire I
channel will be response time tested including the sensors. We also stated in the letter requesting the relaxation of response time testing (GNRO-97/00037, dated May 7,1997) that applicable calibration procedures will be revised as necessary prior to the next performance of the procedure or discontinuance of the present response time testing method.
