August 31, 1988 t.PPENDIX A WESTINGHOUSE RESPONSE TO I1EM OF NONCOMPLIANCE IN NRC NOTICE OF VIOLATION A.
Concerning the citation for creating a bulk container item on May 25, 1988, and failure to record that item on a control system prior to its consumption on June 20, 1988 a time interval greater than the allowed fourteen days -- the following comments are provided:
1.
The citation is correct as stated in the Notice of Violation.
2.
The reason for the violation was a flawed judgement that the bulk container item would be consumed before the fourteen day recording interval had elapsed.
3.
The CFFF Safeguards Coordinator promptly notified appropriate Area Management to assure that all bulk containers on-hand were in full compliance with item control requirements.
All bulk containers on-hand were found to be in a state of compliance.
4.
To prevent recurrence of this type of violation, a procedure and practice is being implemented to require all bulk containers to be routinely recorden into an item control system as they are created as items.
5.
Full compliance was achieved on June 23, 1988.
Preliminary action to prevent recurrence was completed on June 27, 1988, with issuance of a temporary procedure; the final implementing procedure (COP 814751) is currently in the approval chain, with issuance expected by September 30, 1988.
