4 17 MAY 1988 Docket No. 99990001 Non-Licensee Simon Eastern Corporation ATTN: James Clark Vice President P.O. Box 9 Temple, Pennsylvania 19560 Gentlemen:
Subject:
Inspection No. 99990001/88-78 On February 26, 1968, John J. Miller and John T. Jensen of this office conducted an inspection at your facility at Huller Lane in Temple, Pennsylvania in response to the telephone conversation between Mr. Jensen and yourself on February 26, 1988 during which you stated that you had identified radioactive material in a 55 gallon steel drum.
You stated you were unable to determine how or when you obtained this particular drum. The inspectors determined that the contents of the drum were not radioactive and that only the interior surface of the drum was contaminated with radioactive material.
The highest radiation level measured was approximately 1,500 counts per minute per 15 square centimeters.
Subsequent to this investigation you compacted and cut the drum into pieces and placed the pieces in a sealed plastic bag.
On March 21, 1988, Mr. Jensen again visited your facility at Huller Lane and conducted radiation surveys of equipment, various areas and personnel, and interviewed personnel.
In addition, he took the pieces of the drum for disposal in our radioactive waste.
The inspector identified a small amount of removable radioactive contamination on the hydraulic steel cutting device used to cut the drum. The maximum amount of contamination was approximately 300 counts per minute per 15 square centimeters.
The contamination was removed by cleaning the device until radiation levels were no longer distinguishable from background.
No contamination on other pieces of equipnent or personnel were identified, Through analysis of the drum at this office we determined that the interior of the drum was contaminated with approximately a total of 2.4 microcuries of uranium, a naturally occurring radioactive material.
The small amount of radioactive material present on this drum did not present a hazard to you or your employees.
