APPLICATION FO:'. AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U.S. Nuclear Regulatory Commission, Duquesne Light Company hereby requests that the Technical Specifications set forth in Appendix A of the licensa be amended to add the Incore Thermocouples and Reactor Vessel Level Indicating System to the Accident Monitoring Instrumentation Tables.

The proposed Technical Specification change is set forth in Attachment A to this application. A safety analysis is setforth in Attachment B. A No Significant Hazard Evaluation is set forth in Attachment C. Based on the guidance provided by the Commission, the proposed changes have been determined to involve no sianificant hazards consideration in qccordance with 10 CFR 50.92.

WHEREFORE, Applicant respectfully requests that Appendix A to the Operating License be amended in the form attached hereto as Attachment A.
