In accordance with 10 CFR 50.54 (p) and 10 CFR 50.4, Southern Nuclear Operating Company hereby submits three copies of Amendment 36 to the Vogtle Electric Generating Plant (VEGP) Unit 1 and Unit 2 Physical Security and Contingency Plan. By copy of this letter, two copies of Amendment 36 are being provided to the NRC Region II Office.

This amendment describes: 1) a change to the required frequency for rotating or changing security locks and cores per 10 CFR 73.55d (7) A; 2) a change to the required frequency for approval of vital area access list per 10 CFR 73.55d (8); and 3) a clari6 cation to the requirements for escorthg non-designated vehicles. provides the description and justification for the changes, and Enclosure 2 contains the actual Amendment 36 pages. Enclosures 3 and 4 give insertion it:stmetions and the new effective page list for the VEGP Physical Security and Contingency Plan.

Only Enclosure 2 is safeguards information and should be withheld from public disclosure in accordance with 10 CFR 73.21.
