Dear Mr. Davis:
Commonwealth Edison has requested a modification of the NPDES permit in a letter dated August 21, 1988, from Mr. T.E.
Hemminger to Mr. T.G. McSwiggin.
Specifically, we have requested to redesignate outfalls 001(e) and 002, from what is now knova as "Construction Runoff" to "Site Stormwater Runoff", and to withdraw the monitoring requirements for these outfalls.
The construction activity at Byron Station is essentially complete.
Those areas disturbed by construction activity have been stabilized by grading and paving, rocking, or seeding.
Therefore, water flowing to these discharges via the collection pond is no longer representative of runoff containing contamination associated with construction or plant operating activity.
Based on discussions at a meeting held between the Illinois i
E.P.A. and Commonwealth Edison, we have requested that these windfalls be redesignated and the monitoring requiremento and permit limits for them be withdrawn.
This notification is pursuant to the requirements of Appendix B to the Byron Station Operating License, Environmental Protection Plan (nonradiological).
