SUBJECT: NRC INSPECTION REPORT 50-298/97-15 AND NOTICE OF VIOLATION
Dear Mr. Horn:

An NRC inspection was conducted August 18-22,1997, at your Cooper Nuclear Station reactor
)
facility. The enclosed report presents the scope and results of that inspection.
Your land vehicle control program, including the vehicle barrier system, bomb blast analysis, and

procedure controls, was examined during this inspection. Portions of your physical security
program were also inspected. Overall, we determined that your land vehicle control program for
the protection against malevolent use of vehicles was in accordance with regulatory requirements.
However, one violation of NRC requirements was identified.
The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding this violation are described in detailin the enclosed report. Please note that you are
required to respond to this letter and should follow the instructions specified in the enclosed
Notics when preparing your response. The NRC will use your response, in part, to determine
whether further enforcement action is necessary to ensure compliance with regulatory
requirements.
One unresolved item was identified concerning a falsification of access authorization information
by a contractor employee requesting unescorted access to your facility. This matter is discussed
in Section S2.1 of the enclosed inspection report. There is no action required on your part.
It is our understanding that, during the exit meeting conducted on August 21,1997, Mr. M. Hamm,
Security Manager, stated that Nebraska Public Power District would resubmit the summary
,
description of the vehicle barrier system. Please confirm this regulatory commitment in writing
within 30 days of the date of this letter that our understanding of this commitment is correct.
The material enclosed herewith contains Safeguards Information as defined by 10 CFR 73.21 and
t disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of
1954, as amended. Therefore, the material will Dol be placed in the Public Document Room.
