Joseph M. Farley Nuclear Plant - Units 1 and 2 Resolution of Safety Issue 93 "Steam Binding of Auxiliary Feedvater Pumps" (Generic Letter 88-03)

By letter of May 24, 1988, Alabama Power Company provided its response to Generic Letter 88-03. In this response, it was stated that "an Auxiliary Feedvater (AFV) Check Valve Temperature Monitoring System provides indication of the fluid conditions of the AFV system. Ar.nunciation on the Main Control Board panel is also provided to alert the operators when AFV temperature exceeds a preset ale.rm level. Procedures exist to allow the operators to both recognise and recover from steam binding in the AFV system." Conversations with the NRC Farley Project Manager have indicated that an explicit commitment to maintain compliance with the provisions of Generic Letter 88-03 is needed. Alabama Power Company therefore clarifies its May 24, 1988 response as follows.

Subsequent to the installation of the AFV check valve monitoring system.

Alabama Power Company modified the check valves to preclude the backleakage associated with steam binding. The current monitoring system has confirmed the adequacy of this modification and vill be utilised during the current and next cycle of operation for each unit. No changes that would degrade the confidence provided by this system or the associated procedures discussed above vill be made during this period. At the end of the next cycle of operation for each unit, changes to procedures or the monitering system may be made in accordance with the provisions of 10CFR50.59.
