SAFETY EVALUATION RELATED TO TOPICAL REPORT WCAP-14036, REVISION 1," ELIMINATION OF PERIODIC PROTECTION CHANNEL RESPONSE TIME TESTS" (TAC NO. MA0863)
The NRC staff has completed its review of the subject topical report which was submitted by the Westinghouse Owners Group (WOG) by letter dated January 22,1998. The enclosure provides the staff's Safety Evaluation Report. The topical report describes WOG Program MUHP-3041, Revision 1, which was completed as an industry effort to demonstrate that periodic response time testino (RTT) requirements for selected protection channel equipment in the Reactor Trip System (RT 8) and Engineered Safety Features Actuation System (ESFAS) could be eliminated. Upon eliminating the RTT requirements, the total RTS or ESFAS channel response time would be verified by summing a bounding response time with the measured l response time of the remainder of the channel.
Based on its review of the information presented in WCAP-14036, Revision 1, the staff has concluded that failures in the equipment and boards covered in this report can either result in increases in the response time of that equipment no greater than the bounding response time, or can be detected during the performance of other surveillance tests, principally calibration.
Accordingly, the staff concludes that the performance of periodic RTT for the selected protection equipment identified in the topical report can be eliminated from Technical Specifications (TS) and that bounding response times may be used to verify acceptable RTS l and ESFAS channel response times. Therefore, the staff accepts WCAP-14036, Revision 1, for reference in license amendment applications for Westinghouse pressurized water reactors.
Since the performance of RTT is a TS requirement, licensees must submit a TS amendment to eliminate that requirement. In that amendment request, the licensee must verify that the Failure Modes and Effects Analysis (FMEA)in WCAP-14036, Rev.1, is applicable to the equipment actually installed in the licensee's facility, and that the analysis is valid for the versions of the (
boards used in their protection system.
The staff will not repeat its review of the matters described in the WOG Topical Report S
WCAP-14036, Revision 1. when the report appears as a reference in license applications, except to ensure that the material presented applies to the specific plant involved. In _)(0

accordance with procedures established in NUREG-0390, the NRC requests that WOG publish accepted versions of the submittal, proprietary and non-proprietary, within 3 months of receipt of this letter. The accepted versions shallincorporate this letter and the enclosed safety evaluation between the title page and the abstract and an -A (designating accepted) following the report identification symbol.

Liberatori If the NRC's criteria or regulations change so that its corclusion that the submittal is acceptable are invalidated, WOG and/or the applicant referencing the topical report will be expected to revise and resubmit its respective documentation, or submit justification for the continued applicability of the topical report without revision of the respective documentation.
