Instrument Calibrator DESCRIPTION:

The Model CDV-790 calibrator consists of a CDV-792 shipping container into which a collimated Nuclear Chicago 16 mci (592 MBq) Cs-137 source is placed.

During transportation the lid of the CDV-792 is locked to prevent unauthorized access.

In the calibration laboratory the lid is removed from the shipping container and the calibration jig (as shown in the attachments) is-then mounted onto the container and a lead storage plug is used to prevent unnecessary exposure to personnel while the unit is not in use.

When in use, the probe is placed on two V-blocks at a predetermined height.

The lead storage plug is unlocked and removed.

The radiation beam can be attenuated by sliding one or any combination of three tungsten attenuators in the beam path to approximate gamma exposure rates of 45, 30, 22.5, 15, 4.5, 3,

2.25, and 1.5 mrem /hr (450, 300, 225, 150, 45, 30, 22.5, and 15 pSv/hr) i 5%.

LABELING:

When not in their shipping containers, the source has an eyelet to which a cable and tag are attached.

The labeling on the tag meets the requirements of 10 CFR 20.1901 and 10 CFR 20.1904.

The shipping container has three adhesive backed labels affixed to it.

One label contains the trefoil symbol, the words

" Caution Radioactive Material," the words "DCPA CDV-790 Model 1 GM Instrument Calibrator," the isotope, physical form, activity and the assay date.

The second label contains the words " USA DOT 7A Type A,"

" Radioactive Material," " Federal Emergency Management Agency, Washington D.C."

and the gross weight of the container 210 lbs (95 kg).

The third label.is affixed to the lid and meets the requirements of 10 CFR 20.1901 and 10 CFR 20.1904.

Instrument Calibrator CONDITIONS OF NORMAL USE:

The calibrators are used under 100% federally funded contracts with the States for inspection, maintenance, and calibration of radiation detection equipment.

The calibrators will be used by only trained technicians.

The expected useful life of the source in the calibrator is 48 years.

PROTOTYPE TESTING:

Nuclear Chicago manufactured and tested the sources to the requirements of their contractual agreement.

The following tests were performed on the source:

Leakage and surface contamination Atmospheric corrosion test

  • Sea water immersion test Temperature resistant test to 1000 C (1832*F) for 30 minutes
  • Impact resistance test, dropped 1/2 lb. (0.23 kg) weight 20 times from a height of four feet (1.2 m).
  • Abrasion resistance test Hydrochloric acid immersion test, placed in 0.1N hcl for a

  • Physical inspections Drop test The shipping container Model CDV-792 was tested and meets the requirements of Department of Transportation's Specifications for a 7A shipping container.

EXTERNAL RADIATION LEVELS:

FEMA reported an unshielded dose rate of 110 mR/hr (1100 pSv/hr) i 10% at 9 inches (228.6 mm) frnm the source.

They also reported an exposure rate of < 0.1 mR/hr (1 pSv/hr) at 2 inches (50.8 mm) from the surface of the shipping container Model CDV-792.

_ QUALITY ASSURANCE AND CONTROL:

I FEMA contracted out all fabrication of the source and shipping containers.

The contractors wereisubjected to various onsite-

' inspections to ensure they were meeting their contractual agreement.

This QA procedure was previously deemed acceptable by the NRC.

- LIMITATIONS AND/OR OTHER CONSIDERATIONS OF USE:

  • The device shall be used by persons specifically licensed by the NRC or an Agreement State.
  • These devices will no longer.be commercially distributed, but may still be approved for licensing purposes.
  • Handling, storage, use, transfer,-and disposal: To lx3 determined by the licensing authority.
  • The device shall be leak tested at intervals not to exceed 1

I 6 months using. techniques capable of detecting 0.005 microcurie (185 Bq) or removable contamination.

  • This registration sheet and the information contained within the references shall not be changed without the written consent of the NRC.

SAFETY ANALYSIS

SUMMARY

The CDV-790 Model 1 instrument calibrator consists.of a Model CDV-792 shipping container that was previously approved by the AEC for licensing purposes in'1959; and a Model OCD-S-104 sealed

source which was also approved for licensing purposes in 1967.

- The Model CDV-790 Model 1 calibrator was' constructed using the previously approved component and jig that allows an instrument probe to.be held in one position while'the radiation dose rate is

- varied by the use of sliding attenuators.

This modified component device.was'put.into use by FEMA around 1976.

Based on the fact that prototype (s) of this device have been used since 1976 without reports of any problems and that the major components of the CDV-790 Model 1 were previously approved, we continue to conclude that the device is acceptable for licensing purposes when used in accordance with the Operations and Maintenance manual provided with the device and the Limitations and/or other Considerations of Use stated above.
