Dear Mr. Thorne:
Enclosed please find a request from Transnuclear Inc. for the export of 4.050 kilograms of high enriched uranium (93.3%),to Canada for use in McMaster University Research Reactor.
We would appreciate your views, in accordance with established procedures, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Non-Proliferation Act of 1978.
