Trojan Nuclear Plant Security Plan Revision Our letter of January 15, 1988 indicated we were still evaluating the required changes at Trojan to implement the secondary power supply portion of the Miscellaneous Amendments Rule. On April 28, 1988 we met with representatives from the Nuclear Regulatory Commission (NRC) and described our proposed changes. Based on our discussions following the meeting, we have prepared a revision to the Security Plan (pCE-1017) to describe the methodology to be used to protect the secondary power supply system and the date for completing the modifications. A description of the changes to the Security Plan are provided in Attachment A. The revised p un pages are provided as Attachment B.

We intend to submit an additional revision to the Security Plan by January 31, 1989 in accordance with Part 50.90 of Title 10 of the Code of Federal Regulations to request approval of the exemptions for the secondary power supply modifications discussed during the April 28, 1988 meeting.

You identified a concern regarding our reply in Item 10 af Attachment A to our January 15, 1988 letter. This reply dealt with log-keeping practicos as specified in Section 13.8 of the Security Plan. In order to resolve your concern, a copy of Administrative Order 8-3, "Physical Protection /

Access Control", is provided as Attachment C. This describes in Section IV.B when manual logs are maintained.
