l have reviewed the proposed revision to the SS&D section of the final New York IMPEP report and find it much improved with removal of the value judgements it previously contained. I have no changes to propose to the description of the review and recommendations. However, I don't agree with the rating of
" satisfactory with recommendations for improvement". Rather, in view of the fact that we have only one
- data point, I believe the rating "no finding" should be made for this indicator. In addition, I have seen your addendum of September 22,1998, and would not agree with New York that the SS&D indicator recommendations be converted to suggestions. I believe that the review team had appropriate criteria to do its review and a basis for making recommendations to improve NYDL's program and NYDL should j
respond to the review team's recommendations.
