Dear Mr. Rouse:
General Atmics (GM will be conducting its annual environmental survey within the next few mcoths. While planning for the collection of the samples required for this survey, it was realized that five of the twenty-one stations at which samples are to be collected are associated with facilities or equipnent that no longer exist.
%ese five sampling staticos were originally established to monitor the enviroment near specific facilities that had potential for environmental impact; however, the facilities corresponding to these five sampling stations have since been rmoved ard their sites decontaminated.
Wus, there is no longer any reason to continue to collect samples at these locations.
Accordingly, we hereby request that the required nurrber of annual enviromental survey stations specified in Section 6.3 of our SNH-696 license be reduced by five, frm twenty-one to sixteen.
Three of the five subject stations are located at the site of GA's former Waste Processing Facility.
As you know, +he former Waste Processing Facility no longer exists.
Wis site aid the surrounding land have been deccntaminated and Oak Ridge Associated Universities' Radiological Site Assesment Team has conducted surveys of the area confirming that the area meets the criteria for release to unrestricted use. Wis lard is a porticn of that for which release to unrestricted use has previously been rcquested (referenced letter).

. to Rom 541 of our Laboratory Building near where another underground tank had been.
Both of these underground tanks were renoved in 1984.
In both cases, the excavated locations were surveyed (including the taking of soil sanples) by NRC when the tanks were removed and prior to the holes being backfilled.
Again, there is no reason to continue taking samples at the staticns.
It is because of the reasons given above that we request relief fra having to continue taking soil, vegetation and water samples frca the five above described staticns.
Our license does not describe the specific stations to be used; it only specifies that there shall be not less than 21 stations. @erefore, our request is to amend Section 6.3 of our license to read "There shall be not less than 16 stations used in the annual envircraental survey."
In accordance with the above, a proposed revised page II 6-3 of our license is enclosed.
We change is denoted by a ruled margin.
Since your decisicn on this request will have a significant impact on the scope of our sample collection effort, we respectfully request your early attenticn to our request.
Enclosed is a check in the amount of $150 to cover the administrative fee associated with this request.

r 6.3 SOIL. VEGETATION AND WATER An annual survey shall be made of samples of typical soil, vegetation, i
water, and their radiation levels. Gross-alpha, gross-beta, and gama spec-tral analyses shall be routinely performed on each sample. Gamma radiation shall be measured at each station. There shall be not less than 16 stations used in the annual environmental survey.
I A quarterly survey shall De conducted if the air sample results, from stations at the site boundary, show quarterly average releases equal to or greater than 25% of the unrestricted area MPC identified in 10 CFR 20, Appendix B.
6.4 EXTERNAL GAMMA Film or thermoluminescent dosimeters shall be used to gain information on the environmental integrated dose ar selected air sampling locations.
The dosimeters are changed quarterly.
O 6.5 LOCATION CRITERIA FOR ENVIRONMENTAL SAMPLING STATIONS 1.
Each sampling station shall be established with consideration for:

Type and quantity of material which may be discharged to the
