Dear Dr. Bixby:

Your letter to me of March 28, 1988 stated that you consider the various i

Supernatant Treatment System (STS) operational issues raised in our previous i

correspondence to be resolved. After careful evaluation of the documents 4

enclosed with your letter, and in light of your plans to begin processing the supernatant soon, we agree that it is appropriate to close out the issues first raised in my letter of October 9,1987 transmitting to you our STS Safety EvaluationReport(SER).

For the record, our understanding of the resolution of these issues is:

l 1.

that the STS will be operated to achieve an average cesium i

decontamination factor of at least 1,000 (i.e., that at least 99.9 percent of the cesium in the supernatant will be removed by the zeolite);

2.

that the STS operators will make every reasonable effort to remove as l

much additional cesium as possible beyond the minimum of 99.9 percent; and f

3.

that the concentrations of all important radionuclides in the STS product, including cesium, technetium, and transuranics, will be measured at the conclusion of each campaign and the data made available to the NRC.

As a related point of record, we received Revision 2 of the STS Safety I

Analysis Report three months after we issued our SER on the basis of Revision 1.

This raised the question of whether the analyses and conclusions in the SER were still valid. We have now reviewed Revision 2 and detennined that the l

changes do not significantly affect issues related to public health or l

safety, so the SER is also unaffected.
