March 3, 1986 Director of Nuclear Reactor Regulation United States Nuclear Regulatory Commission 7920 Norfolk Avenue Bethesda, Maryland 20814 Attention:
Ms. Elinor Adensam, Director Project Directorate 3 Division of BWR Licensing
Dear Ms. Adensam:
DOOR, HATCH AND BLOWOUT PANEL MONITORING HOPE CREEK GENERATING STATION DOCKET NO. 50-354 Public Service Electric and Gas Company (PSE&G) hereby submits for NRC review a revision to our letter from C.A.
McNeill (PSE&G) to E. Adensam (NRC) dated January 17, 1986 which transmitted safeguards information pertaining to door, hatch and blowout panel monitoring.
The aforementioned letter states that doors 4313A, 4501A and 4302 will have posted guards in order to ensure that secondary containment integrity is maintained.
This will be the case with the following clarification.
Airlock 4313 (doors 4313A and 4301B) and airlock 4510 (doors 4501A and 4510) will be monitored by an assigned door watch in order to ensure secondary containment integrity.
PSE&G will install interlock devices in the subject airlocks which will permit only one door of an airlock to be opened at any one time.
Installation of these interlocks will not necessitate the need for a door watch to ensure secondary containment integrity.
PSE&G notes that a door watch will be posted at fuel load and remain in effect until such time as the interlock installation effort is complete.
As stated in the aforementioned letter, door 4304 is monitored.
This door is part of airlock 4304 (doorc 4304, 4323B and 4303B).
This airlock will also be interlocked.
Door 4302 which was to have been guarded, will be locked closed prior to fuel load.
Access through this door will be key controlled.
