Letter from Mr. A. E. Lundvall, Jr., to Mr. J. R. Miller, dated June 29,1984, Request for Amendment Gentlemen:

The Baltimore Gas and Electric Company hereby withdraws Change No. 2 requested in Reference (a), which would have reduced the periodicity of testing the Reactor Protective System logic matrices to at least once per quarter. Currently, these matrices are tested monthly. A review of Calvert Cliffs' surveillance test history justified this extension. This change would have reduced the number of unnecessary cycles of the reactor trip breakers during surveillance testing.

It is our understanding that the NRC staff believes additional justification is needed for this proposed change. The Combustion Engineering Owners Group RPS/ESFAS Extended Test Interval Evaluation report is due to be submitted to the NRC shortly. Draf t results from this evaluation support not only this change, but additional relaxation in related surveillances. Accordingly, we will resubmit the proposed change at a later date with additional justification and/or modification.
