SUMMARY
OF MEETING HELD ON MAY 2, 1988 WITH CE OWNERS GROUP RE: GL 87-12. "LOSS OF RESIDUAL HEAT REMOYAL WHILE RCS IS PARTIALLY FILLED" On May 2, 1988, the NRC staff met with representatives of the Combustion Engineering Owners Group (CE) to discuss the above-captioned matter.
The meeting was held pursuant to notice issued on April 22, 1968. Attendees at the meeting are shown in the enclosure.
l The NRC staff explained that for the most part licensee responses to Generic i
Letter 87-12 were not adequate snd did not reflect a good understanding of the issues raised in the letter. The NRC staff has assigned a high priority to this generic issue because of the relatively high probability of core damage while the RCS is in the drained-down condition.
The NRC staff is considering a spectrum of additional actions to address this generic issue. Possible actions involve improved instrumentation, procedures, equipment availability, avoiding maintenance / testing that could affect reactor vessel water level inventory, containment closure and analyses. All of these possibilities were discussed with the group, as well as their associated feasibilities and impacts on operations.
