WASHINGTON PUBLIC POWER SUPPLY SYSTEM NUCLEAR PROJECT NO. 3 DOCKET NO. 50-508 ORDER EXTENDING CONSTRUCTION COMPLETION DATE Washington Public Power Supply System is the current holder of j Constrstion Permit No. CPPR-154,* issued by the Nuclear Regulatory Commission on April 11, 1978, for construction of WPPSS Nuclear Project No. 3 (WNP-3).

The facility is presently under construction at the applicant's site in south-eastern Grays Harbor County, Washington, On November 2, 1984, the Washington Public Power Supply System (WPPSS or the applicant) filed a request for an extension of the completion date. On March 10, 1986, the applicant requested a revision to the date requested in the

! earlier submittal. The extension has been requested because construction has  !

., been delayed by the following events:

1. The temporary lack of demand for the energy to be produced by WNP-3;
2. The temporary inability to firance the continued construction from l

Benneville Power Administration (BPA) revenues; j 1

3. Recomendations of the BPA to WPPSS that the construction restart be i 1 delayed until 1994 due to the latest regional planning; l
4. The c.110wance of a 54-month construction period to complete WNP-3 and a margin of uncertainties such as those associated with regional l I

l making a revised construction completion date of July 1, 1999. l Although the applicant has not submitted a specific requert to have WNP-3 be made a deferred plant pursuant to the Comission's Policy Statenent on Deferred Plants, 52 FR 38077, October 14, 1987, it has provided all the l

information necessary to allow the staff to conclude that WNP-3 is a deferred plant. Accordingly, the NRC staff has determined that WNP-3 is a deferred plant as defined by the Comission in the policy and that it is, therefore, subject to any applicable provisi,ons of the policy set forth there.

Good cause has been shown for the delays; the causes were beyond the control of the applicant; and the requested extension is for a reasonable period, the bases for which are set forth in the staff's evaluation of the reauest for extension.

Pursuant to 10 CFR 51.32, the Comission has determined that extending the r,onstruction completion date will have no significant impact on the environnent (53 FR 16799 dated May 11, 1988).

The NRC staff safety evaluation of the request for extension of the construction permit is available for public inspection at the Comission's  ;
