Dear Mr. Calvo:
Public Service Company of Colorado (PSC) hereby submits in Attachment 1 the requested schedule for the completion of the future action items addressed in Reference 1.
The requested schedule submittal due date was extended as documented in Reference 2 to September 2, 1988.
In a telecon on August 24, 1988, PSC discussed several scheduling items with Mr. Ken Heitner of the NRC staff.

Heitner directed PSC to prioritize the resolution of the technical issues first and to defer the schedule for the non-technical and format items for the actual license amendment proposals until later submittals, fool g28"R8551E$$llg7 i

To P-draft September 2, 1988 The following are the future action items as addressed in the NRC Safety Evaluation submitted with Amendment 60 to the FSV Facility Operating License (Ref.1).
The items have been prioritized with PSC's proposed schedule response following.
(1) Justification of the PPS bypass conditions for the startup and low power modes.
PSC RESPONSE PSC requests that a meeting between PSC, General Atomics, the NRC staff and their contract reviewer (s) be arranged as soon as possible to discuss the scope and specific analysis and justification requirements needed to resolve this technical issue.
This request was presented to Mr. Ken Heitner in the August 24, 1988 telecon.

Reanalysis of the programmed and fix feedwater flow-low trip and their associated bypass conditions.
PSC RESPONSE PSC will submit the analyses and proposed trip setpoints and allowable values for the existing PPS parameter, Fixed Feedwater Flow-low, and the proposed additional parameter, Programed Feedwater Flow-low, by December 30, 1988.
This specific schedule date is not based on the inclusion of the requested permissible bypass justification and associated bypass uncertainties.
Item (1) above addresses the requested need to establish the bypass justification requirements.
After technical agreement is achieved, PSC will submit an Amendment request.
(3) Provide appropriate setpoints for the automatic ee,*ered safeguards in the plant's electrical system.
PSC RESPONSE PSC is actively pursuing several integrated tasks such as enhancing a
Configuration Management Program and reconstituting System Design Bases.
Augmenting these tasks, PSC has recently purchased an industry accepted software program used to analyze and manage electrical distribution system loading.
Following the software modeling and validation, PSC plans to reanalyze system

e operation to confirm the adequacy and to optimize system
,.rotection features (such as the Undervoltage Protection System).
PSC will submit by July 1, 1989, the trip setpoints and allowable values for the Undervoltage Protection System.
This submittal will also be followed by an Amendment request after technical agreement is reached.
(4) Upgrade of certain other PPS setpoint functions to STS standards, with upgraded surveillance and calibration requirements.
PSC RESPONSE As the above technical issues are resolved, a detailed schedule will be developed for the submittal of the formal Amendment requests.
This detailed schedule may result in submitting the action item resolution in phases, in order to collectively integrate all the remaining PPS issues as outlined in the Technical Evaluation Report included in the NRC letter of June 20, 1988 (Ref. 1.).
