SUBJECT:
REPLY TO NOTICE OF VIOLATION As a result of the enforcement conference conducted with me, I was notified that I would be charged with a Severity Level III Violation.
The reason for the violation was my failure to adhere to Peach Bottom Atomic Power Station Administrative Procedure No.
A-7, which required all licensed operators to be-alert and attentive to the instruments and controls located within their assigned area and which prohibited distrccting activities.
As I admitted at to enforcement conference, I played a hand-held golf game for several nights during the 11:00 p.m. to 7:00 a.m. shift and during an afternoon shift, I also saw an individual read
- magazine and I saw two people play a couputer video game, but did not report them.
Although I was licensed only five wusks prior to shutdown, I far too readily slipped into playing the golf game with members of my shift.
I knew it was wrong, bat I played the game because I chose immediate gratification over compliance with Administrative Procedure A-7.
I still feel very bad about the fact that I made such a quick decision to break a procedure.
The Shutdown Order brought home to me the importance of going by the tules.
Everyone corrected his previous shortcomings concerning
'ocedural compliance.
he know the5 adhering to procedures., the only safe way to operate; furthermore, we all know that procedural deficiencies must be met with immediate corrective actien.
The most significant change I have made was to relingvish my license.
I decided that the best way to help myself and my fellow operators was from outside the Control Room.
I knew that I could improve their existence by helping in a high priority g915g s

By doing this, I would not lose my i
l operational knowledge and I would be able to make an important l

My goal is to make procedures so clear and concise that it will be second nature for operators to use i
j them and adhere to them.

i For the future, I want to continue my work with management, operators and outside organizations, to make Peach Bottom Atomic

Power Station a better place to work.
I'am particularly proud of l
j the fact that operators feel free to seek me out when they i
encounter a procedural problem.
We have group sessions where we 4
work out new procedures and freely exchange information from our 1
i technical backgrounds.
I would like to stay with procedural up-grading, because I find it so personally rewarding.
I treat 4
people with heightened respect, and share my own job-related j
j experiences with my colleagues and with people who are new to j
operations.
j I believe that one of my most serioua shortcomings prior to I
March 31, 1987 was that I had tunnel vision.
I did not concern myself with the behavior of others; instead, I concentrated only 3
on my own performance.
I am trying to make myself a better person not only to make certain that I follow the rules, but that i
those around me are in compliance.
I am trying to look beyond my i
immediate area to other areas throughout the plant so that I can guarantee that inappropriate conduct does not re-occur at Peach t
Bottom.
