Pursuant to 10 CFR 50.90, Commonwealth Ediron is hereby applying for a one-time genen& ment to racility Operating License NPT-18, Appendia A, Technical Rpecifications. The purpose of this amen & ment is to delete the specificaticas added to allow installation and use of the Fine Motion Control Rod Dri.ve (FMCRD) during the Unit 2 Cycle 2. That test has been completed and the !MCRD will be removed during the Unit 2 outage scheduled to start in October, 1988.

Attachment A contains background information and justification for the proposed change. Attachsnent 3 contains the proposed change to Technical Specification. The proposed Technical Specification change has been reviewed and approved by both Onsite and Of fsite Review in accordance with Commonwealth Edison Company procedures. We have roviewed this amen &nent in accordance with 10 CTR 50.92(c) and determined that no significant hasards consideration esists. Our evaluation is documented in Attachment C.

Coasnonwealth Edison is notifying the State of Illinois of our application for this amendment by transmitting a copy of this letter and its attachements to the desig.nated State Official.

This special control rod is at a peripheral location (02-43) limiting plent impact. At the end of this second fuel cycle, the FMCRD and all associated equipment is to be removed and the original locking piston design control rod drive is to be reinstalled, bringing the entire Control Rod Drive system back to its original design.

DISCUE31 Cal Technical Specification Special Test Exceptions (3/4.10.8, 3/4.10.9, 3/4.10.10) were added to the Technical Specifications to allow testing of the TMCRD at the control location 02 43. These Technical Specification Special Test Exceptions are to be deleted upon removal of FMCRD, along with the references to them, contained in Technical Specifications 3.1.3.1 through 3.1.3.7 for Operat,lonal Conditions. Technt:a1 Specification 3.9.1 w!!! be modified to delete the requirement to fully insert FMCRD and disarm the motor electrically before core alterations.
