VISIT BY CONSUMERS POWER COMPANY REPRESENTATIVES Re:

Big Rock Point Plant On February 4, 1986, Mr. David Hoffman, Big Rock Point Plant Superintendent and Mr. Robert Alexander, Big Rock Point Technical Engineer visited my office. The purpose of their visit was to discuss, informally, Big Rock Point Plant activities as well as overall plant performance.

Prior to meeting with Dave I was concerned that the staff was working on the licensing agenda that the Consumers Licensing Group was sponsoring and not necessarily that of the plant manager, the individual I feel should know what is occuring.

Early in our conversation the issue of prioritization was raised and it was pointed out that the list of priorities provided for Big Rock Point had been reviewed by the plant manager thus defusing my concern regarding prioritization of the licensing workload.

The following subjects were the primary topics of discussion.

An In-progress Audit of the Big Rock Point Detailed Control Room Design Review (DCRDR) was completed during the week January 27 through 31, 1985. The NRC staff Project Manager attended the entire Audit which was conducted at the facility. Dave related that Big Rock Point was on track for the DCRDR and was satisfied with the comprehensiveness and preliminary findings of the Audit Team. An NRC In-progress Audit Report is in preparation detailing the facility's effort to date and the specific findings made by our staff.

Big Rock Point is an industry leader in the area of long term Program plans (more popularly known as " Integrated Living Schedules (ILS)"). A discussion of the formal implementation of this ILS pursued as Big Rock Point will receive an Operating License Amendment, incorporating the Plan for the ILS.

Issues discussed included; the sufficiency of the frequency of updating the ILS, the possible methods for closure of licensing issues (e.g. facility modifications resulting from the DCRDR), and the ILS long term impact on Big Rock Point with respect to NRR, I&E and Region III coordination of Ilcensing, inspection, and enforcement issues.

Harold R. Denton, Director February 27, 1986 Dave discussed the current schedule for operator requalification as the NRC staff licensing Project Manager has expressed an interest in obtaining plant systems training at the facility. The Big Rock Point staff has expressed willingness to support in the effort and I feel that site specific training in plant systems, emergency operating procedures, and site emergency response as a minimum, would better assist him in the evaluation of license reviews performed for the facility.

t IGSCC was discussed at length. A recent Safety Evaluation of the Big Rock Point response to GL 84-11, performed by the BWR Engineering Branch, was transmitted to the licensee by letter dated February 4, 1986. Dave described to us his staff's exhaustive efforts to identify pipe cracking at Big Rock Point. To this date, Consumers Power Company has not identified any IGSCC phenomena at the Big Rock Point Plant. The evaluation I sent to the licensee recommends increased IGSCC inspections and leak detection surveillance requirements and strict adherance to the guidelines established in GL 84-11 by the end of the Big Rock Point 1986 Refueling Outage. Consumers Power Company staff contends these recommendations are not warranted at this facility and is currently planning to formally request a meeting between the NRC staff GL 84-11 technical experts and CPC experts for purposes of reaching an acceptable approach for the resolution of this issue.

Due to Mr. Hoffman's genuine interest in resolving regulatory concerns for the Big Rock Point Plant and his efforts to come to our office to openly discuss a variety of issues, it is my belief that our staffs are closer to the resolution of existing safety and regulatory issues for the Big Rock Point facility.

It is my intention to extend invitations to other BWD #1 plant managers in order to conduct like meetings.

I found the meeting to be extremely informative.
